When Howard Briggs was Leader of Southend Council there were enormous pressures on the council finances as a result of a damaging 2001 census. These were going to last for some time. To protect he Boys' Choir it was felt necessary to remove its management from the council and away from the unpredictability under which the council had to manage its financial affairs. A trust was established for the Boys' Choir and following his retirement from the council,  Howard Briggs was elected as chairman a position which he holds up to the time of writing. The Trust has now secured its position financially and is moving on the make arrangements for bursaries for musically talented children to receive extra tuition and further their musical talents.
